It was a Joint Order of 1983 of the Secretariat of State for Higher Education and the Regional Secretariat of Education, then tutored by Dr. Eduardo Castro Coat of Arms, which created "a commission in order to study the feasibility of establishing and operating a university in the Region Madeira and / or other institutional alternatives. " This commission issued in 1985 a "Study on the Feasibility of the University of Madeira" in contrast to the model of the University Napoleonic another supposedly better adapted to reality Madeira. Three years later, through Decree-Law 319-A/88 of September 13, 1988, was born the University of Madeira, part of the first Member of the Installation Committee Chairman Prof. Dr. Raul de Albuquerque Sardinha, the Professor Vowels. Were approved, even during the period of the first Installation Committee, the Bylaws of the University of Madeira.
